A jurisdiction may choose to establish a dedicated fund for affordable housing, either by itself or in partnership with others. (As is the case with King County’s ARCH) A trust fund can work in a number of ways – providing grants or loans to affordable housing developers, underwriting bonds sold to support affordable housing, providing direct household assistance, and more. A fund can also be established and grown in a number of ways – special purpose housing levy, the jurisdiction’s general fund, commercial linkage fee, inclusionary zoning programs, etc.
